Incumbent works under the direction Health Center Administrator or designee, directing Nursing Services for Skilled Rehabilitation and Long-term Care which provides and promotes quality care for residents of Douglas County Health Center in compliance with professional standards, State and Federal regulations and established policies and procedures. Direct, delegate and manage nursing staff. Develop, interpret, implement and administer standards of practice for nursing care and operational policies and procedures. Promote a positive public image of Nursing Services and Douglas County Health Center. Establish and maintain effective working relationships with residents, supervisors, County employees, elected officials, attorneys, other agencies, and the general public. Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, and laws to create a cooperative, safe, respectful and quality work environment. Establish, implement, supervise, direct and coordinate the activities of Nursing Services with other resident services, various departments, physicians, other health care entities and community agencies to ensure/facilitate coordination and continuity of resident care. Evaluate, establish, and review staffing levels and ensure appropriate staffing for delivery of around-the-clock, quality nursing care. Establish and promote the overall philosophy and objectives of Nursing Services in accordance with those of Douglas County Health Center. Analyze and evaluate nursing services to improve the quality of care and staff efficiency; monitor quality indicators, re-admission and re-hospitalization rates; and take corrective action to promote quality care. Ensure department compliance with applicable regulations, coordinating with outside agencies as needed. Remain alert to staff training needs, changes in nursing care standards, and nursing skills sets/competencies necessary for residents. Ensure staff attends orientation and ongoing training, and collaborate with staff development regarding new training needs. Ensure any allegation or suspicion of abuse, neglect, or misappropriation of property is reported to proper authorities and Administrator within established time frames; document and investigate complaints or allegations of abuse, take steps to remedy the problem, and ensure written reports are submitted to proper authorities within required time frame. Oversee and/or perform management responsibilities (e.g., recruitment and staff selection, performance appraisals, disciplinary recommendations, scheduling, etc.) for nursing staff. Ensure department compliance and active participation with the Quality Assessment. Performance Improvement (QAPI) process. Participate in medical staff meetings, and serve on the QAPI and infection control committees. Plan, develop, maintain and update written procedures ensuring nursing staff have valid and current licenses. Prepare Nursing Services annual budget and monitor expenditures to conform to established guidelines. Ensure adequate supplies and equipment are available for the safe and efficient operation of the department and resident care. Ensure that the safety of residents, staff, and visitors is a major consideration in the planning and delivery of care. Prepare and maintain records and reports on various aspects of departmental operations. Serve as an advocate in protecting resident rights and promoting quality care. Maintain a current knowledge of trends, standards of nursing care and best practices in the health care industry. Assist with coordination of nursing care and contract services for physical therapy, respiratory therapy, occupational therapy and speech therapy to ensure compliance with resident care requirements and health care standards. Safely operate a motor vehicle when required to travel on County business. Report to work at assigned location with regular, predictable, and consistent attendance. Perform other duties as directed and assigned.
Registered Nurse with current nursing license from Nebraska or a compact state of residence recognized by the Nebraska Board of Nursing required. Must have nursing license at the time of hire and maintain the license in good standing throughout the course of employment. Bachelor's degree in Nursing required. Master's degree in Nursing or Health Care Administration preferred. Five (5) years of clinical registered nursing experience required. Three (3) years of supervisory experience required.* Experience in a skilled rehabilitation, long-term care, or acute care facility as a registered nurse preferred. Experience with electronic medical records preferred. Basic life support/cardiopulmonary resuscitation (CPR) certification required at the time of hire and maintained throughout employment. Must possess and maintain a valid driver's license at the time of hire and throughout the course of employment. * Approved, related work experience may be substituted for educational requirements on a year-for-year basis.
