This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Possess a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. For grades below or at the full performance level, VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent master's level within 3 years of their appointment as a social worker. Licensure. Possess a full and unrestricted license or certification by a state to independently practice social work at the master's degree level. English Language Proficiency. Social workers must be proficient in spoken and written English. Grade Determination: Social Worker (Program Coordinator), GS-14 Experience/Education: One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. ["Administrative Functions (80%) Provides broad program management responsibilities for a number of programs, including leadership in the development, implementation, evaluation, and oversight of complex programs responsible for comprehensive clinical care of Veterans. Leads a number of multidisciplinary teams, which include psychologists, physicians, social workers, nurses, and other health care professionals and trainees. The manager of this program oversees approximately 40 personnel. Responsible for the development, implementation, and oversight of operational policies and procedures for the programs, with the approval of the affiliated Service Line Leader. Conducts ongoing program evaluation and data-driven quality improvement projects that monitor the effectiveness of clinical operations within their respective program(s). Organizes and leads leadership team meetings to facilitate case disposition, care management, effective delivery of clinical interventions, and the adherence to administrative demands. Monitors and distributes provider-specific workload reports to team leaders and ensures provider adherence to workload standards. Plans work to be accomplished by team leaders and Program Managers, including establishing priorities, timelines for completion and necessary adjustments therein. Ensures timely access to care of patients assigned to each team, in accordance with local and national policies. Initiates and maintains liaisons with associated VA health care programs to effectively coordinate services. Monitors compliance of team leaders and members with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures. Approves leave for employees directly under their supervision. Initiates performance awards for outstanding employees, and completes administrative paperwork with both accuracy and timeliness. Facilitates liaisons with other health care programs in order to effectively coordinate services. Attends and participates in administrative and informational meetings held by the Service Line Leader (or designee), Chief of Staff, and/or Facility Director. Function as the supervisor of record for management area team leaders/program managers and provides input on the performance evaluations for administrative staff within the section. Coordinate closely with the assigned administrative partner to ensure section administrative support, human resource, strategic planning, space and budget needs are met. Clinical Functions (20%): Independently complete thorough psychosocial assessments to determine the psychosocial functioning and needs of Veterans and/or their families. The incumbent must be able to utilize this assessment in facilitating the Veteran's maximum use of treatment for attainment of the highest level of independence that is possible and practicable. Actively participate as a member of the interdisciplinary treatment team and actively participate through collaboration with Veterans and family as well as interdisciplinary treatment team members in the development and implementation of treatment goals and interventions. Possess a working knowledge and experience in use of mental health diagnoses, disabilities, and treatment procedures, including acute, chronic and traumatic illnesses, common medications and their effects/side effects, arid medical terminology. Serve as a liaison between Veterans and/or their families and VA and community resources to ensure thorough delivery of services. Possess knowledge and ability to independently implement evidence based treatment modalities, provide educational classes, and/or therapeutic groups for Veterans and families. Be available to provide consultation to other treatment team and staff members regarding psychosocial needs of Veterans and/or their families and the impact of the identified psychosocial problems on the Veteran's health care planning and compliance with treatment. Maintain knowledge of Veteran's benefits and services, community resources, and process for making appropriate referrals to community and other governmental programs or agencies.
